Dubai’s property market has matured from a speculative frontier into one of the world’s most liquid and transparent real estate destinations. For expatriates, the appeal rests on three pillars: the ability to own freehold, the absence of capital gains tax, and a direct pathway to long-term residency.
Where expats can buy
Foreign nationals can own property outright in designated freehold zones — more than 23 of them — including marquee districts such as Downtown Dubai, Dubai Marina, Palm Jumeirah and the fast-growing Jumeirah Village Circle (JVC). Outside these zones, ownership is typically leasehold. Choosing the right district is as much about visa strategy and yield as it is about lifestyle.
Transaction costs
The headline cost is the Dubai Land Department (DLD) transfer fee of 4% of the purchase price, usually the largest single transaction expense. Buyers should also budget for agency commission, a trustee registration fee and, for financed purchases, mortgage registration. Critically, there is no annual property tax and no capital gains tax on resale — a structural advantage over almost every other global city.
Financing
Non-resident and resident expatriates can access mortgages, with loan-to-value ratios generally capped around 75–80% for residents purchasing their first property, and lower for higher-value or second homes. Off-plan purchases are typically financed through developer payment plans rather than traditional mortgages, spreading cost across the construction period.
The visa link
Property is also a residency instrument. An investment of AED 750,000 can support a renewable investor visa, while AED 2 million or more unlocks the 10-year Golden Visa. For many buyers, the property and the visa are a single decision — acquiring an appreciating asset and long-term security in one transaction. Weighing off-plan against completed inventory, and yield against capital growth, is the final step in a market that now rewards the informed buyer.
